Ukraine Humanitarian Crisis

Last updated: 19 February 2026

The war continues to take a devastating toll on civilians. Together with partners, Oxfam has reached 2.5 million people in the past four years through our Ukraine Humanitarian Response.

Although we are no longer fundraising specifically for Ukraine, the need remains. Our Emergency Response Fund allows us to respond immediately when crises strike – in Ukraine and around the world.

How have Oxfam and partners responded in Ukraine?

Oxfam has worked alongside more than 40 local partner organisations across Ukraine, Poland, Romania and Moldova – supporting communities at the frontline of this crisis.

Together with partners, we’ve provided:

  • Clean water and sanitation facilities, including accessible toilets and showers.
  • Electricity support and generators
  • Food parcels and cash assistance
  • Hygiene kits and essential supplies
  • Emergency shelter and transport
  • Psycho-social support to help people cope with trauma
  • Legal advice and protection services so people can understand and access their rights

Local humanitarian organisations are leading practical, community-based responses.

Peaceful Heaven of Kharkiv

Peaceful Heaven of Kharkiv renovated communal bathrooms in a dormitory that shelters internally displaced people. They repaired showers and toilets, restoring safe and dignified conditions ahead of winter.

Voice of Romni

Voice of Romni, a Roma women-led organisation, has repaired war-damaged homes – strengthening windows and doors to protect Roma families from freezing temperatures.

Shchedryk

Through Shchedryk, displaced people and local residents can access vocational and business training, receive micro‑grants to restart small enterprises, and get guidance on welfare benefits and protection services.

The project is great because you have an opportunity to fulfil your potential, to move forward, to start your own business...A new job is a second chance to live and work.”

What's happening in Ukraine now?

Since 2022, millions of people have been affected in Ukraine. Communities remain divided, homes destroyed, and lives disrupted.

It is estimated over 10 million people still need humanitarian support, including around 3.7 million internally displaced people.

Families are facing one of the hardest winters in over a decade. With subzero temperatures, ongoing blackouts, and damaged energy infrastructure, thousands are struggling to stay warm.

Freezing conditions, prolonged power cuts, and disruptions to heating and water systems are compounding the hardship faced by displaced and vulnerable families.

Although we are no longer fundraising specifically for Ukraine, the need remains. Our Emergency Response Fund allows us to respond immediately when crises strike – in Ukraine and around the world.

Why donate to Oxfam's Emergency Response Fund?
